Why were we deficient in tests? You fail to mention the FDA and the CDC roles.

Going by memory the CDC rejected the WHO testing. then the FDA rejected state lab tests.

So Trumps ACTIONS actually increased early testing availability!

Trump told the states to find contracts themselves where they could,and not to simply rely on a pipeline from the feds. The feds would back up the states ( and even Democratic governors agree the feds were able to meet virtually all needs).. you characterize this as :



Maryland did not want it's orders seized. as a state that's understandable, but from a federal view (Trump) that is not.
The feds are responsible for getting materials out to critical needs -which is why they sometimes seized orders bound for states -shifting them to critical exigent neds and not just inventory.

The FDA wouldn't approve the privately owned testing labs that the States were begging to use in early diagnostic testing, instead everything had to go thru FDA approved labs of which there were like five nationwide. It was only Trump reacting late, very late, to the Governor's pleas that corrected the situation

When that absurdity was recognized, the FDA went out basically and reversed earlier guidelines and nearly eliminated any oversight in testing for immunity, which has resulted in today's problem of bogus testing companies flooding the market.

And why would the States have to compete against each other, foreign nations, and even the Federal Gov't for resources? The whole thought is absurd, the States don't have the spending captivity nor ability as the Federal Gov't, why should they be put in a postion to have to pay more for needed supplies? The Federal Gov't is not the backup in a time of war, a "war general" doesn't tell his front line troops to look for your own weapons first, as I said, absurd
