Who is she?
Kristi Noem. She was Secretary of Homeland Security, but has done a terrible job of that forcing trump to effectively fire her. Rather than just admitting she was fired, he made her United States Special Envoy for the Shield of the Americas. The Shield of the Americas has no organization to be an envoy to, and had one conference where she was not allowed to speak. In other words, she is just sitting around doing nothing.
