If someone posts that they are putting someone on ignore" but then keeps posting to the member they claimed to ignore, is there a "forced ignore" feature that the moderators could apply?

If so, could the moderators consider this?

we typically use it for either:

1) pairs that are always always always at each others throats and are using the board as a platform to vent their personal vendettas and dragging the whole board down with them
2) a few individuals that are obsessive about a specific individual user and are constantly harassing them and not being constructive.
