A possible reason for the terrorist attack in the «Crocus City Hall» concert hall is revenge for the fact that Putin is using non-Russian peoples of the empire as cannon fodder in the war with Ukraine. There is no doubt that by starting the war in Ukraine, dictator Putin is solving two imperial tasks - returning the Ukrainian people to the fold of the empire, while simultaneously reducing the number of peoples of the Caucasus and Siberia. Caucuses are in southern Russia, and Armenia, Azerbaijan, and Georgia. It is where Chechnya is. Ukraine is not in the region, but is not that far away.

Basically, Russia has fought two direct wars in Chechnya alone, and several other shady wars in the region. A major chunk of Georgia is occupied by Russia.

Many of the people in the Caucuses are Muslim, and many Muslims have a problem with the killing Russia has done in the Caucuses.

The Fed(including Powell) decided that there was still a danger of inflation, so they are keeping interest rates the same for a little longer. They have already stated they will lower interest rates sometime in 2024, because inflation is in the reasonable range.

If trump is elected, he has promised to replace Powell with a more compliant Fed Chairman, who will give out lots of free money to pep up growth, and drastically increase inflation. trump has no willingness to tame inflation.
 
Apparently, America gathered information that it could happen and they told Americans to stay out of popular venues until they were cleared to return. America also notified Putin's government of their info, in writing.
