They will sacrifice a few, change some rule, and declare it over. The payola has been going on for decades, especially in college hoops. My uncle went to a Division III college that basically decided making the NCAA tournament would be good for donations so they bought themselves a basketball team made of good players who had been kicked out of other universities all over the country. They all had "leadership" scholarships, work study jobs they never worked that paid a lot more every month than work study students were allowed, smoked weed like it was going out of style, had keg parties in the open on the dry campus, never attended classes, and were rained down with their every want or need. They got a couple rounds into the tourney which was all the school ever wanted....and then most of the team disappeared from school not to be seen again.
 
Its a federal crimes case not an NCAA rules infractions one.
The NCAA may choose to impose sanctions but mainly people will go to prison.

One head coach was already fired within weeks of the media reporting on how his school was involved in the pay to play scandal.

On top of that, the FBI could offer to reduce the sentences of the "bagmen" if they agreed to testify against the coaches involved.

Schools can and have taken actions but the NCAA is not involved at this point.
The big break in the investigation came on as a plea bargain on the part of a middleman who got caught misusing client money.
It will be interesting to see how far this goes. The NCAA would shield the P5 from consequences leaving as few scape ducks. The government has no need limit things.
