The writing is on the wall. He's done, but unwilling to admit it so, rather than stepping down, he's desperately trying to find something.... anything to drum up enthusiasm. It's not going to matter. Trump is winning and Biden will be forced into retirement.

It would take amendments to the Constitution, which will never pass.
