So back in 2003 Thomas and crow took a helicopter trip to St Petersburg.

That's not happening without government approval, so at minimum Putin was aware, even though our government wasn't.

Thomas, and Alito do not care about the Supreme Court's reputation. The reason the rules are so vague on reporting gifts is they thought the Supremes would want to protect the image of the court.
