The deal sets a funding level of $1.047 trillion, a number initially opposed by House conservatives.
While the agreement heads off the possibility of a government shutdown ahead of the November elections, it doesn’t resolve issues related to hitting the U.S. debt ceiling or the so-called “fiscal cliff.” That refers to expiring Bush-era tax cuts and spending reductions of about $1.2 trillion over 10 years split between defense and domestic programs.
