Obama and Senate Democrats on Monday decided to try to break a political logjam that threatens the U.S. economy by advancing legislation to raise the federal debt ceiling as soon as possible.

But they reiterated that Obama would not be negotiating policy changes.

Democrats said they would try to force Republicans to agree to a debt ceiling increase.

The Republican-controlled House has passed a series of stand-alone short-term spending measures to fund various parts of the government and plans to pass several more this week.

But only one of the House bills — to continue paying active-duty U.S. military troops and civilian support staff — has been passed by the Senate.
