One of the Amendments originally included in the Bill of Rights was not ratified until 1992? It is also the last Amendment officially ratified by the states.

The first state to ratify this Amendment was Maryland who ratified it December 19, 1789.

The last?

California, who ratified it June 26, 1992.

This was proposed along with 10 other Amendments on September 25, 1789.

Amendment 27

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

Later, the Congress got smart and started placing time restrictions on the ratification process for the Amendments.
