This is a terrible mess. I have to consider that that is the real plan. Tear it all down and then partner with Russia. The plutocrats have international money and powers. This may be the point. He is making the international billionaires the rulers of countries. That is why he is after Greenland, Canada, and Panama. Gather wealth and power in the hands of the few.
