What was the lie? Was he a reformed addict who had surrendered any and all weapons?

Bullshit. This sort of case is prosecuted pretty regularly. The usual is for the person involved to plea out, not go to trial. If while in possession of that firearm, Bagman bought illicit drugs--say cocaine--from someone, then he would under federal law be considered to have been in possession of a firearm in the commission of a crime or felony. That is, if the gun was in his vehicle, and he went to buy drugs in that vehicle, he had "constructive possession" of the firearm and that makes the drug deal get enhanced for possession of a firearm if he had been arrested for it.
