LA ranked as 'meanest city' for homeless

Los Angeles ranks as the nation's "meanest city" when it comes to treatment of the homeless, according to a report released Tuesday by a pair of organizations that advocate programs for the indigent.
According to the report, titled "Homes Not Handcuffs: The Criminalization of Homelessness in U.S. Cities," labeled the city's "Safer Cities Initiative" as nothing more than a police crackdown that has led to thousands of homeless people being arrested.
That initiative boosted Los Angeles from the number-18 spot on the list in 2006 to the top spot this year, according to the report released by the National Law Center on Homelessness & Poverty and the National Coalition for the Homeless.
City officials have touted the initiative as improving safety in the Skid Row area of downtown, but it has repeatedly come under fire from homeless- rights activists. Last year, the city reached a settlement with the American Civil Liberties Union, which claimed LAPD officers searched homeless people on Skid Row without reasonable suspicion that they had committed a crime.
