Congress controls the power of the purse.
In theory, the 'Crats could cut off funding for the war entirely.
However, the Democrat-controlled Congress has yet to show any sign of a spine.
In the absence of a Jackass Party with courage, it is still the right and responsibility of the President to set the agenda in Iraq.
It is fine and proper for Congressional leaders to express their opinions on the war, along with what they perceive the attitudes of their constituents to be.
But they haven't actually done anything.
That's why the netroots are fired up against the Dems.
