Reminds me of when i was in San Diego and they got a rain storm with like 1inch of rain and it put the state at a standstill with hundreds of accidents. Some states just aren't prepared for the elements if they dont usually have to deal with it.

When I have worked in buildings with no windows. I could tell if it started raining from hearing sirens responding to wrecks.
