The system needs to be reformed in the US. It's become a system for losers.
I think a huge problem is that many people think the the $3 right off on their tax form actually raises their taxes, when they will actually pay the same amount either way, and the only thing not checking it does is make the funds go to other programs. Right now, only 8% of Americans check the thing. They should either get rid of the checkoff and just take the required money out of the general fund, or make opting out of the checkoff a complicated process that makes it obvious that you will not be getting any extra money for doing so.
