Republicans and the Housing Bill

Can anyone please explain to me what President Bush and the Republicans in Congress are thinking by backing this housing bill? Yes I know this is an election year which means politicians do stupid things in the attempted name of re-election. But Republicans are just reinforcing practices that caused them to lose their majority in Congress and will keep them in the minority for quite some time.
