Sex Scandal/jimmy Carter

I was thinking on this Foley deal and wondered when we have ever had a sex scandal that no actual sex was involved. The best I can come up with is Jimmy Carter who "LUSTED IN HIS HEART". And well that was not a scandal as much as a running joke on the Carter adminstration. Kinda like the Billy Beer, Peanut farmer, attack of the rabbit..................LOL
