Its a play on government trying to rule your uterus.
Let me put this in a way a guy might be able to internalize it.
Imagine congress owned you nuts.
They could tell you what you could do with your nuts and if you didnt do the correct thing with you nuts they can put you in prison.
They of course will have to know all about your nuts all the time to make sure you are not using them incorrectly.
