Yup. The idea was to win that one then spend the peace equity to pay down the debt. Instead the quibbled and quarreled, stole the rest of the SS to use in the General funds and still didn't even once produce an actual surplus.

Even his rhetoric changed between then and 1980. As Paul said, he was ultimately a disappointment. But the Repubs are running around trying to claim the mantle of Reagan, meanwhile they disparage many of his principles. Maybe, they are more like the old senile Reagan.
