Why does America tax by citizenship?

America is one of the only countries in the world that tax's by citizenship instead of residency. This means a guy who comes here on visa pays nothing in taxes, and an American living in Germany pays American and German taxes. I really can't see any reason to keep that system. Why the hell is it in the tax code? Who's lobbying for it?
