Interesting thought. So, if we just end the welfare program, those that can't afford to feed themselves/their families do what?
A. Magically find work.
B. Starve to death.
C. Stay on the welfare program.

Why are the states in charge of regulating the use of these programs? I don't even think the states participate in these programs. So, they really have no incentive to regulate them at all. Really a poor place to entrust such things to.
