Found the right report. From the Executive Summary (http://www.acf.hhs.gov/sites/default/files/opre/head_start_executive_summary.pdf):

"In summary, there were initial positive impacts from having access to Head Start, but by the end of 3rd grade there were very few impacts found for either cohort in any of the four domains of cognitive, social-emotional, health and parenting practices. The few impacts that were found did not show a clear pattern of favorable or unfavorable impacts for children."

PRICE: $180 BILLION DOLLARS

Head Start was conceived to help kids from low-income families. That you and the OP would immediately focus on minorities and specifically black children shows me your true colors.

Are you unaware that 'low-income' is code for 'black'? Low income whites don't have the political clout to get big time handouts. Nor do they have the abysmal academic performance.

That you are a race denier shows me your false colors. Wasn't it Obama who said something about facing race?

2) My observation of the blatant code used by liberal American politicians--who as we all well know have long affirmed their thoroughly racist positions--is unrelated to any opinion of mine about what 'low income' consists of, let alone your desperate distortions about that.
