How quickly they forget. bush telegraphed exactly what he was going to do re: the surge. And, on the same day of the speech, ABC News announced that ninety advance troops from the 82nd Airborne Division had already arrived in Baghdad.

"Now let me explain the main elements of this effort: The Iraqi government will appoint a military commander and two deputy commanders for their capital. The Iraqi government will deploy Iraqi Army and National Police brigades across Baghdad's nine districts. When these forces are fully deployed, there will be 18 Iraqi Army and National Police brigades committed to this effort, along with local police. These Iraqi forces will operate from local police stations -- conducting patrols and setting up checkpoints, and going door-to-door to gain the trust of Baghdad residents.

This is a strong commitment. But for it to succeed, our commanders say the Iraqis will need our help. So I have given orders to increase American forces in Anbar Province by 4,000 troops. These troops will work with Iraqi and tribal forces to keep up the pressure on the terrorists. America's men and women in uniform took away al Qaeda's safe haven in Afghanistan -- and we will not allow them to re-establish it in Iraq...

...We're also taking other steps to bolster the security of Iraq and protect American interests in the Middle East. I recently ordered the deployment of an additional carrier strike group to the region. We will expand intelligence-sharing and deploy Patriot air defense systems to reassure our friends and allies. We will work with the governments of Turkey and Iraq to help them resolve problems along their border. And we will work with others to prevent Iran from gaining nuclear weapons and dominating the region."

But the Big News is battlefield autonomy to the commanders.
They can go after targets at will, and they can go after networks like the Haqqani

we are not "conquering" Afghanistan. This is not a Soviet style invasion.
we've done the nationbuilding ( for what it's worth)- now we are shifting to counter-terrorism support roles

Here's the deal. At times, a surprise attack IS the way to go. At other times, it is not- because it is strategically advantageous to let a population of the affected area know ahead of time, whether it's so innocents can evacuate, or help prepare for the fight, or any one of a # of advantageous outcomes that we aren't even privy to. In general, Presidents follow the lead of the military commanders on that. They don't just to "decide" to reveal info that may be classified.

I don't see any exact specific timeline here. It's the same as Trump saying that we're going to step measures in Afghanistan to get rid of ISIS terrorists. I'm sure they watched the speech, too. As you said earlier...no military specifics.
