Money and parties will not be eliminated. And the Constitution will not be amended in our lifetime

So how do we address in a different place (not electing a maniac) the satisfaction that some people feel when they witness bullying? How do we address jealousy? How do we address persons' desires to be better and smarter?

It really doesn't. The political parties control fundraising and committee assignments. Money controls the political parties. Gerrymandering and the absence of term limits have rotted the electoral system. It's broken.
