The election is not yet certified by these four States and also by many other States. Only the legislature of a State can certify an election and choose it's electors.
The press cannot certify.
The governor cannot certify.
The election office cannot certify.
The election canvassers cannot certify.
The legislatures, and ONLY the legislatures can certify. ONLY the legislatures can choose the electors of each State. See Article II of the Constitution of the United States.
