A majority of the minority of the people that watched it liked it, because they were already inclined to.
However, an even greater number chose not to watch.

CBS did not selectively report that. It is included in the analysis of their poll. If mostly Democrats watch Biden or mostly Republicans watch Trump a majority are likely to approve of the speech. Did Trump supporters question the results when he got 75% approval in 2018 state of the union speech?
Was the poll 85% of Americans or 85% of Americans who watched the speech. Obviously it was the latter, which is how CBS reported it, and it should be no surprise that Democrats watched the speech in far greater numbers than Republicans. There is indeed dishonesty here but it's not by CBS.
