When you do that a different picture emerges. It becomes larger Blue states and ones on both coasts with more urbanization that are the most dependent on government largesse. An obvious outlier is N. Mexico with a very large indigenous population and a very poor economic base.

New Mexico's largest industry is government. That coupled with the large indian population is why they are so high. The large indian population is also why Alaska is so high.
