The preamble does not confer any power or authority to the government. It is a directive for the use of what powers and authorities ARE conferred.
He is trying to use the 'welfare clause' as a power. It is not. It is a directive. It cannot be used to cancel the rest of the constitution, which is what he is trying to do.
