It was part of the War on Poverty program and has been around since the 1960s. There are many governmental programs of which people are unaware. If there is a need, chances are good there is a program to help.
Because if the program does not meet a certain standard of success it is not renewed and the sponsoring institution loses a lot of money. Those running the program are responsible for the abuse.
I've seen programs geared to fail....or more akin to the smoking commercial mentioned earlier.
