Why would they have to do that if the fetus was already a person since it was already illegal under Federal law to kill a human in a law passed in 1948? Bullshit, the vast majority of kids in foster care weren't placed there as infants, in most cases the parents lost their parental rights through neglect or imprisonment, there are more perspective adoptive parents than babies available for adoption.
