Whether it's a "border town" or in a land locked area where the vast majority of the population is "lily white", we've seen tragic examples of race & class based mass shooting by nut jobs with an axe to grind.

You can't truly legislate against all types of crazy. Best we as a society can do is a better addressing of the racial, social and economic disparities that are endemic. That coupled with a national gun law that compares to car registration and such will help immensely.
