wonder who these will be used against

Anyone ever read the investigation of the Ruby Ridge incident. Read it and see what your friendly local FBI does when they decide they don't like you. And remember, the FBI had to pay for their mistakes and one sniper was indicted though the charges were ultimately dismissed based on sovereign immunity. That's right kids, the FBI can kill you wrongfully and be completely immune.

No law enforcement agency has any reason for the type of weapon. IF the purpose were to disable vehicles, there is no need for either concealment nor suppression.
As described in the notice, the weapons are modified for one purpose- covert military ops. Period. LAW ENFORCEMENT is not supposed to do covert military ops. When it comes time to use force, they are REQUIRED to announce and identify themselves. The purpose of a 20mm mag fed rifle with suppression is to do the exact opposite of announce and identify.

Any brain dead mush-headed twit who supports our federal law enforcement obtaining black ops weaponry needs to go find themselves a nice tyranny somewhere and leave the rest of us the hell alone. If you are so deathly afraid of fellow Americans owning firearms you think federal law needs to do black ops against them, find a good doctor and get some better meds.

The National Guard is a branch of the military that can be used within the US.
Not in a federal law enforcement capacity. It is forbidden by the Posse Comitatus Act of 1878. (Not that our government pays much attention to its own laws these days...)

some time last year, the Department of Homeland Security ordered 450 million rounds of .40 caliber ammo and still have been reticent about explaining why they needed to order that much ammo. I guess only the paranoid would then have to wonder why, after 450 million rounds ordered, riot gear ordered, Two 20 millimeter rifles with suppressors, that the DHS would then feel the need to order another 750 million rounds of assorted caliber ammo.

In fairness that's a production order, not a purchase order. Production orders typically only yield as high as 50% purchased by the entity that put the order out. Of course that's still a metric fuck ton of ammo for any government agency that isn't the military to purchase (it'd be high even for the military also).
