How on earth did voting happen before we had drivers licenses with photos?
We have only had photos on IDs in the last 60 years.
Identification doesn't require carrying a piece of plastic with your picture on it. Signing the poll book has been around for a lot longer and has worked well with very few instances of anyone pretending to be someone else. Its just as easy to get a fake ID as it is to sign the poll book.

It wasn't mail-in voting.

....I do know there are certain things you have to legally do to get yourself on the ballot.

And, if someone thinks that someone is not legally following the processes, they have the option to sue!
