It was a vast improvement over any border legislation that has been drafted in the last 100 years and better than anything Trump pushed during his term.

Trump made it clear why he opposed it, when it was announced, and that was because he did not want Biden to get CREDIT for fixing the border and he wanted to run on it.

Trump would not think Biden would get credit if he thought it would fail and do nothing. That would be the reason to let it pass so as it continued to fail, in the run up to the election, Trump could say 'see, that is what happens when Biden gets the legislation he wants... elect me and i will ACTUALLY fix it'.

But Trump knew better. He knew he had to block and SAY it would fail instead of letting it go and SHOWING it failed, as he could see how strong it was.
