Reposting this, when the word is "TARGET" shows you do not understand what that word means.
As has been pointed out to you that is not in the NATO agreement requirements.
But furthermore a TARGET is not the same as REQUIREMENT. It simply means they all set a goal to try and reach the target.
If you and 5 friends set a target to train for and complete your first marathon and 2 of the people fall short, and are unable to complete the marathon that does not mean your 'friends failed on an obligation'. It means they failed to achieve a goal they wanted to achieve but were NOT obligated to achieve.
