The Emoluments clause of the US Constitution forbids it.
And when leaders exchange gifts they are typically small things. Certainly not a $400 million gift.

As such, the language in the Emoluments Clause does not mention POTUS specifically. Any foreign bribes must be approved by Congress. Or so the law states. When was the last time trump obeyed any law?
