When I look at a map it looks like Burns is significantly south and, unfortunately, WEST of the Blue Mts.

South and east of the Blue Mts. It is just west of the last Siskiyou escarpment. The map you showed did not have Burns on it. It's by Harney lake. It's in Harney county.

Perhaps you can show me the map you are working off of.

The one you posted, or any other map of Oregon showing terrain.
