There are 13 judges in the Massachusetts federal district court system currently. Cases are supposedly randomly assigned. That gives Harvard about an 8% chance of getting Burroughs as the judge on a case. Yet, every time Harvard gets hit with a serious lawsuit somehow Burroughs gets the case, again and again. In Vegas, they'd think you were using marked cards and loaded dice...

Once a case has been assigned to a specific judge by random lot if related cases are filed then they are assigned to the same judge.
