Small businesses are exempt from a lot of OSHA regulations. In this case it probably isn't even occurring on a business property. Private non-business properties are not subject to OSHA regulations. I am free to stand on the top step of my ladder any time I want on my personal property and OSHA can't do a f-ing thing even if my neighbors report me.

I work in a govt. training facility where a new steel enclosed 40' x 80' pole barn needs to be constructed. Six months and $1.5 million later, all the permits are not in place and the arguing over the simple sewer can be connected.
Good news, the ground has been broken.

Heh. That' IS the real world. It's what the Amish do when they need to move a building. All the proper permits were obtained for the slab they put the barn on. No other permit was needed.

OSHA doesn't prevent anyone from standing on top of a step ladder, Poorboy.

Safety is YOUR responsibility on a worksite. Not the responsibility of any government.

Upper right, there are Amish carts, lower left some trucks driven in, may be the owners of the property. Amish folks will help you out even if you are not Amish. Could be Mennonites, but also could just be folks.

There are still places where that happens besides the Amish. You just don't see it on the news.

For example:

I will be setting a display firework show for a local town here. Several of the workers have a display operator's license (most of them don't...I just assign the licensed operators to supervise the rest of the crew so they can learn how to handle these explosives safetly).

We get the truck, pick up the product, haul it to the site, unpack it, set up everything including the speakers and the guns, load the guns, get it wired and checked, provide our own extinguishers in case of a fire, post a few fire watchers during the show, and shoot it, then police everything afterwards to make sure no one finds any duds or product, and to make sure all the fires are out, then pack it all up and get it in the truck.

The only people we work with from government are the local fire department (which comes out and finds out we're not total loons), and the police department, which provides crowd control (police are NOT allowed anywhere near the display guns!), and the city (which organizes the event along with all the food stalls and other vendors, and which pay for the show).

Permits? Some BATF explosives licenses, a fire marshal to look over the setup and approve it (no charge!), and the city providing police and organizing vendors (no charge to us!) and the city paying their bill (which takes awhile sometimes!).

That's it.

We go in, do the work, have a great time, be part of other people having a great time, and pack it all up and go home.
We even manufacture the product.
