Wait a minute, they don't and they can't. How about for fun you or anyone here give an example and the actual text in the Constitution that Trump has ignored. I don't mean the many useless decisions by libtard judges that get overturned every time.

Um. No. Posse Comitatus Act... and Amendment 10 say no. I do not think the Insurrection Act applies. Without a request form Illinois Governor US troops should not deploy there to actually act as cops.

Now, if they are sent to do support roles and allow Chicago Cops to do better? Could be. This again requires cooperation from local government. I think what he'll do to make it "legal" is send them in a supporting role for ICE, but we've already seen where that leads, court battles. I'll bet he's waiting for SCOTUS to rule on the "supporting role" for ICE thing so he can just "do it anyway".

Anyway, with the reaction from CA, Illinois and Chicago I do not see this being entirely constitutional or even simply legal.

LA and Chicago have their problems, as do St. Louis and New Orleans. But trump's not sending troops to Louisiana or Missouri. Don't you think that's strange?
