ANY AND ALL GOVERNMENTS WORLD WIDE, if the party who is in power does not have enough votes and THEY NEED SOME OTHER PARTY TO VOTE WITH THEM, then they must offer some compromise (in the US a bipartisan one, in Israel, Canada and most of Europe it might me multi party) to gain the votes and pass their agenda.
If the Party in power does not compromise and instead says 'Fuck you, you get nothing, ZERO, but we still need your vote', then the failure IS ON THEM.

If instead they say 'fuck you', the answer is not to beg Dem's to vote for what you want anyway and is to use the power they have to pass the vote without the filibuster.
