It is an easy concept. If you want your mail-in ballot to count send it in at least 10 days before election day. That way snail mail has enough time to deliver it. Ballots post marked later than that date will not get counted. Mail-in ballots will not get opened before 8:00 pm election day.

"Early" is no guarantee that mail sent from Uganda or Ukraine or other areas US service men may be at the time, gets to the State early.

A person who is not a simpleton, like you, would understand that and why those service people should not be ignored if it arrives 5 minutes after the polls close.

You have to be stupid to think that vote should not count 5 minutes after but should have counted 5 minutes before.
