He was vetted to murder other Afghans but he WAS NOT vetted for entry into United States TWO DIFFERENT THINGS. The fact that he could kill his fellow countrymen for money means he should have been heavily vetted for entry into the US. He wasn't.

The weapons were and are essentially useless. No parts, repairs or service of any kind.
