Plan A worked, thus the implementation of Plan B wasn't necessary.
Plan B, if Plan A wouldn't have worked, was to suddenly "discover" the pipe bombs (at the opportune moment).
Either way, the CONgress critters would get their manufactured "emergency" that they needed to occur that day.
