Not really. That certification of live birth could not be used to even get a passport (they specifically state no "certifications" or "short form" birth certificates will be accepted only full certified copies of originals are accepted, this is because such forms do not verify citizenship.)
Basically, accepting that document as perfect evidence when they aren't even accepted by the passport authorities seems a bit spurious. I can understand Lakin's position, although I fully believe that Obama was born in Honolulu and is therefore a native born citizen. My personal belief also would not be accepted as evidence, so that's pretty much where we are.
I am sorry, this man has chosen his path and the onus isn't on Obama! The President has been legitimized by the very fact that if the Republicans didn't believe he was a US citizen they would be impeaching him! Plus he has a passport and a drivers's license, both as you stated can't be obtained without a birth certificate, right, so how does he think Obama got all these without one? He just wanted his 15 minutes of fame or to get out of going to Afghanistan. The presidents can't be running after every request made by American citizens.
