Why did he do it? Does it matter? What has HIS family, HIS church, HIS neighbourhood done for the people whose lives he ruined?

I don't know where he came from but, judging by some comments here from the extreme right wing, his mental state could well have been exacerbated by his community and peers. The christian right may not have contributed to THIS massacre but sure as evolution produced little green apples the time will come when it is so.
Who else tolerates mass killings by loony citizens but America. Does America have more guns, more loonies or more of both?

Life without the possibility of parole, because I'm against the death penalty even for a p.o.s. like this who indiscriminately took 16 innocent lives.

I think it is likely he'll get the death penalty for this though. It is certainly available in the military courts he'll be going through.

He needs to be in Leavenworth until his descendents get old and crumbly.

if a cop who's been found irresponsible enough to be denied a firearm in the performance of his duties, probably shouldn't be on the street. that's also the point.

Is it possible to have such severe PTSD that military docs wouldn't have diagnosed it? Initial reports indicated "he returned to the base after the shooting and turned himself in." So it looks like he wasn't so deranged that he didn't know what he was doing.

Something snapped, (extreme emotional disturbance) is not a defence, not when the wife shoots her husband while he is sleeping, not when the bullied student shoots up a school and not when soldiers massacre civilians. While people probably should have seen the signs, this is still on him, not the government, not the afghani's and not on the poor souls he murdered.
