They had their transponders on, passed through within Iranian waters, on the Iranian designated route, and with express Iranian permission. There was a delay while Iranians boarded the ships.

There is not incontrovertible evidence whether they paid or not, but why would they be let through if they did not pay?

There were Indian ships allowed through before this that did not pay a transit fee, but did pay for their gas from Iran. Iran is allowing neutral countries to carry their production from Iran, for obvious reasons.
