A 2-year-old migrant girl was found at the US border Sunday clutching a piece of paper with just a first name and phone number on it — becoming the heart-rending symbol of the Biden administration’s abject failure to protect the most vulnerable of asylum-seekers.

The child from El Salvador, clad in a bright pink jacket, was among a group of more than 200 illegal migrants — including 60 unaccompanied minors — detained after crossing the border into Maverick County, Texas, authorities said.

Footage of the little girl outraged pols in sanctuary city New York and beyond who ripped President Biden and “border czar” Vice President Kamala Harris over the nation’s immigration debacle.

“It is unspeakable that an innocent 2-year-old girl was abandoned by her parents and exposed to vicious threats from criminal human traffickers who care nothing about human life,” said Tennessee Sen. Marsha Blackburn – long a fierce critic of Biden and Harris on immigration – to The Post.

“By refusing to enforce the law, the Biden-Harris administration continues to put vulnerable children at risk, including hundreds of thousands of migrant kids they lost track of since taking office,” she said.

New York City Councilman Robert Holden (D-Queens) told The Post he was infuriated when he watched the video of the little girl.

“It’s heartbreaking. I have a 2-year old grandson and 5-year-old granddaughter. It makes my blood boil. We can only imagine how much this poor kid suffered,” said the pol from the Big Apple — which has been grappling with the migrant crisis for the past several years.

“No civilized person in his right mind could imagine this. The solution is to secure the border – the children are the innocent victims here,” Holden said.

The Texas Department of Public Safety released video of its interview with the tot, who said she was traveling alone as she answered a slew of questions.

Asked where her parents were, she responded: “United States.”

The harrowing footage comes as well over 529,000 migrant kids have entered the US under the Biden administration, according to the latest Customs and Border Protection data.

A shocking report released in August revealed that the administration has lost track of more than 320,000 of the migrant children who have crossed the border without parents....

This saddens and angers me. Biden's policies are attracting this kind of thing. Children are also being trafficked for labor and sex. We don't know where over 300,00 kids are. Why isn't AOC crying at the border for them?

As a detained 16-year-old immigrant waited in her cell with her infant child, a Border Patrol stood in the doorway and warned her, “Right now, we close the door, we rape you and fuck you.”

On a separate occasion, an agent tossed an immigrant child to the ground, leveled a gun at him, and told the kid, “Stop or I will shoot you.” A group of officers once told several pregnant girls that they’d "come to contaminate this country with all those things. Look at all those other girls, all fat.”

These incidents, and dozens of similar allegations of child abuse by Border Patrol agents, are all detailed in a report released by the American Civil Liberties Union’s Border Litigation Project and the International Human Rights Clinic at the University of Chicago School of Law.

All of the incidents, which are drawn from complaints filed with a Department of Homeland Security watchdog agency and obtained through a Freedom of Information Act lawsuit, took place between 2009 and 2014, under the Obama administration.

“The records show that the leadership at Customs and Border Protection were well aware of the allegations of unlawful child abuse — including people still now directing the agency — yet there is no indication that any individual official was ever held accountable for abuse,” Mitra Ebadolahi, a staff attorney with the Border Litigation project and the ACLU of San Diego and Imperial Counties, wrote.

One Border Patrol agent ran over a teenager with a patrol car, then punched the teen in the head and body multiple times.
  • Another called a child a “she-male,” adding, “These people just come here to get a sex change operation.”
  • Even though a doctor told a minor who’d recently given birth to keep her premature, four-pound baby away from other people, agents placed the minor inside a “dirty hold room” for two days. The room, the complaint says, “was full of garbage and sick people.”
  • Multiple minors said that Border Patrol agents refused to give them milk for their infants. One said her child became sick after agents gave her spoiled milk; agents then refused to give her medicine for two days.
  • A 15-year-old also said an agent touched her thigh, just days after she saw the same agent put his hand between the legs of another female detainee.
These incidents, Ebadolahi wrote, are “part of a pattern of physical, sexual, and emotional abuse by Customs and Border Protection officials against child immigrants.

To this day, you STILL have kids who have NOT been reunited with their parents (separated AFTER they crossed the border and were arrested).

Taxpayers are footing the bill for relocating what could be as many as 90,000 children this year from El Salvador, Guatemala and Honduras who are crossing the U.S. border.

About 1,100 are being housed temporarily at a facility at Lackland Air Force Base here.

"Every night, there's about 300 to 400 kids that come in. This is just in the lower Rio Grande Valley," said Cuellar, D-Texas.

In recent years, the number of children younger than 18 found trying to cross the Mexican border has skyrocketed. Between 2003 and 2011, between 6,000 and 7,500 children a year were landing in the custody of Department of Health and Human Services' Office of Refugee Resettlement program.

In 2012, border agents apprehended 13,625 children, and last year that number surged to more than 24,000.

Cuellar said Washington has been hiding from the problem of children crossing its borders.

"The problem with the administration is they don't want to give information," he said. "In fact, there's times when they don't want to give information to members of Congress. It's almost like they don't want the American public to know about the situation."

The immigration debate intensified a couple of years ago during the Obama Administration when a flood of women and children came across the U.S.-Mexico border.

Obama didn't know how to handle the influx, so he detained these women and children in three family centers: two in Texas; one in Pennsylvania. There were more than a thousand people in these centers, waiting to know if they'd be allowed to stay in the country.

Maria Rosa Lopez and her son were some of thousands of people who fled from Central America to the U.S. in 2014 to escape domestic abuse — which is considered a credible fear that can warrant an asylum claim.

From Guatemala City, she and her son crossed another border into Mexico and then took a bus north to Monterrey, close to the northern Mexico-U.S. border. "I paid someone to take us across on a boat. It was night time and we slept in the desert on the U.S. side. There were other moms and their kids there too. A Brazilian woman asked me if she could sleep next to us," Lopez says.

The next morning, immigration officers woke them and took them to the Karnes detention center outside of San Antonio, Texas.

Lopez wanted asylum so she and her son could start their lives over in the U.S. She didn't know what to expect when she got on American soil, but she didn't expect to be housed in this facility with no word on when she'd be released.

"I was desperate when we got there. It was hard to see my child crying and he was asking a lot of questions," she recalls. "He knew it was a detention center and he wanted to know how long we were going to be there."

But she didn't know either. "No one was answering questions. I talked with people who had been there for six, eight months, and it was very depressing." she says. "Often my son couldn't fall asleep, we had bunk beds. He was on top of me but he would crawl down and wanted to be with me."

Denise Gilman, one of Maria's former lawyers, says the Karnes detention facility "feels very much like a prison" with "cinderblock walls, clanging doors, X-ray machines all over the place, buzzers that you have to use to get in and out to go see your 9-year-old client and his mom."

Gilman, director of the immigration clinic at the University of Texas Law School, says these women and children are seeking asylum, but they're treated like criminals.

Remember when Obama held Mexican kids for months as punishment for border-crossing?​


As Central American children flooded into Texas in a way he had never seen in his three-decade career, Border Patrol agent Robert Harris decided to experiment.

His intelligence analysts estimated that 78 percent of the guides smuggling other migrants were Mexicans younger than 18 — often hired or conscripted by drug cartels that knew they would not be prosecuted if caught — and he wanted to attack this loophole.

“Why don’t we remove these juveniles from the smuggling cycle?” Harris, the commander of the Laredo sector of U.S. Customs and Border Protection, recalled thinking.

As a result of that decision, young Mexicans were being held for months without charge in shelters across the United States, sometimes without their parents’ knowledge.

Since the program began in May, 536 juveniles were held — 248 of whom were deported to Mexico after an average stay of 75 days, according to Border Patrol statistics.

Mexican authorities say some of these repeat border-crossers spent as much as six months in U.S. custody while they awaited an appearance before an immigration judge.

During their detention, they were questioned by U.S. authorities and then transferred to a network of facilities run by the Office of Refugee Resettlement, part of the Department of Health and Human Services, across 15 states.

Harris said the Border Patrol does not have a system to track what happens to juveniles once they return to Mexico.

In the past, Mexican minors picked up by the Border Patrol normally would be deported by bus, sometimes on the same day they arrived. Some of those kids were captured more than 60 times, and Obama’s officers identified about 800 young Mexicans operating in Texas.

Obama's program began in two Border Patrol sectors, Laredo and Del Rio, consisting of nearly 400 miles of the Texas border with Mexico. “The moment it started, it took us all by surprise, because there wasn't an announcement,” said Reyna Torres Mendívil, director general of the Mexican Foreign Ministry’s office for protection of Mexicans abroad. “Where were they taking these children?”

Typically, unless there are aggravating circumstances, they won’t be prosecuted. So this period of detention is intended to be a punishment in lieu of a criminal charge.

The shelters they are sent to also house juveniles from Central America, awaiting flights home; last year, the Mexican kids accounted for about 1 percent of all the detainees in these facilities.

Oscar Jaime Rodriguez Mendoza, a 16-year-old from the border town of Reynosa, left for the United States and didn’t come home. “We didn’t know what had happened to him,” said his mother, Leonor Mendoza, a 37-year-old clothing vendor.

She finally learned that he had been sent to a shelter in California. “It’s a type of punishment so they won’t cross as much” his mother said.
