ACA enrollment lower than expected, but people are waiting to hear it's fixed.

Of course the enrollment number is low. The site hasn't been working, everyone knows it, and they've been waiting to hear the site can handle the workload and their time won't be wasted trying to sign up. Reports of low enrollment are useless at this point.
